Why some PDFs shrink more than others

A text-only PDF is already fairly compact, so the in-browser pass — which dedupes shared objects and rewrites the file with compressed cross-reference streams — is often enough on its own. Scan-heavy PDFs made mostly of embedded photos shrink less because re-encoding those images requires capabilities not available purely in a browser.
